Historical Background
The Dallas County Parks and Open Space Program was established in 1977, when voters approved two million dollars for the county to acquire undeveloped land for preservation. In 1981, the county adopted a Dallas County Open Space Plan. Through this program, Dallas County has acquired 21 preserves located around the county, including Joppa Preserve, the Trinity River Greenbelt, and Elm Fork Preserve. A 25 person board with each county commissioner appointing three members with the task of administering the Dallas County Parks and Open Space plan. Members of the board are expected to serve a two year term, but may serve no more than six (years). With a majority of Dallas County now an urban environment, the importance of preserving and conserving wildlife for members of the community to has become apparent.
James Pratt served on the Dallas County Parks and Open Space Board from 1987 to 1994. A noted Dallas Architect, whose firm James Pratt Architecture/Urban Design Inc has been a part of many major projects in the city of Dallas, his first building was constructed in 1957. Pratt has served on several projects and boards benefiting the city of Dallas and is widely respected for his involvement in the community.

The Dallas County Parks and Open Space Board papers consist of board materials kept by James Pratt during his service as a board member. Pratt organized his files chronologically by year. To better organize his board papers, the materials were kept chronological, but sorted into Board Membership; Board Documents and Reports; Correspondence and Memorandum; and Agendas and Minutes along with other miscellaneous topics. There is also a series of files relating to James Pratt, his firm and other organizational memberships, and miscellaneous topics somewhat connected to the Parks and Open Space Board.
