Biographical NoteDuring World War II, women were increasingly called to serve for the Defense Program. The Child Welfare Division of the Council of Social Agencies in Dallas formed the The Committee of Day Care for Children to determine the need for childcare centers and to ensure that the children of these women were adequately cared for. Expansion of childcare and nurseries came about through these efforts.
